Question: "Shall the City of Mound City, Kansas issue general obligation bonds, in an amount not to exceed $685,000, to be applied along with $107,900 in available City funds and $50,000 in grant funds from the United States Department of Agriculture - Rural Development, to pay the costs of the design, engineering, construction, furnishing and equipping of a combined city hall, community building and storm shelter facility and all things related to and necessary to such improvements; all pursuant to the provisions of K.S.A. 10-101 et seq.  and K.S.A. 12-1736 et seq.?"
